Prime Chi Chi vs 21st Budokai Goku

Based on the reactions to Goku knocking her back without touching her, is she this strong?

They knew goku is stronger than king piccolo. Yet even Roshi was still surprised he could knock back chu chi. Meanwhile Roshi could already knock back Yamcha at the 21st. So if the surprise was about power, she's stronger than Yamcha. King Piccolo could push back Goku with the technique. Was this surprise at the strength, or at the learning of this ki technique?

It’s not a ki technique, he literally just punched the air so hard the air current knocked her out. That’s even more impressive, technique-wise.

Anyway. I think she’s 22nd Budokai Goku level, she’s probably stronger than Chappa, but I doubt she’s anywhere near Piccolo level.

For what it’s worth, her official power level is just under Roshi’s (130 vs 139).

So where do you place Chi-Chi then? Between Yajirobe and Chaozu or Yajirobe and Tao?

It's kind of hard to scale her. She makes it to the quarter finals of the hardest budokai yet and Roshi calls her quite a master. She's atleast stronger than Chappa since Goku atleast used a technique to knock Chi-Chi out. I guess she can be stronger than Chaozu and even Yajirobe but there is no solid implication of it besides her maybe making it past the preliminaries.

In the grand scheme of things, Chappa is a nobody here. Chappa surpasses 22nd Goku imo and is basically peak human. Chi-Chi should be a Beyond-Daimao type of fighter like the other 23rd Budokai contestants.

I'd say her versus Yajirobe is probably interesting. I'm inclined to give Chi-Chi the lead here though.

Chi-Chi gigastomps.

Although Goku wasn't serious in their fight, I don't see 21st Budokai Goku being able to surprise and push him back like Chi-Chi did.

She was even fighting up in mid-air, which wasn't even seen till the 22nd Tenkaichi Budokai.

So why were Chaozu and Yajirobe invited to the Lookout over Chi Chi?
Probably has something to do with potential (hence why Roshi wasn't invited) and Karin personally knowing them made them more favorable in Kami's eyes.

They could be, but that wouldn't make a difference in regards to the Lookout invitation.

Chi-Chi appears to be quite strong, Chaozu feels very weak.

I don't think it makes sense for Goku to hit the air so hard it generates a wind that powerful. You'd have to be moving your hand so ridiculously fast to do that. If he could do that, I'd expect him to have way more physical strength too and not be struggling to lift himself in x10 gravity on Kaio's planet. Unless in dbz world you don't need to push the air with anywhere near as much force as in real life to generate to wind.
