Garp wins with mid or high-diff. The only characters who should be stronger than him are Roger, Prime WB and Prime Shiki with him having been a constant rival to Roger and the gap between Prime and Old Whitebeard's fighting capability being very notable.

What do you think of Garp vs Old Whitebeard and Big Mom? Could they work together like Garp and Sengalu vs Shiki?

I see it as highly possible in terms of ability and strategy, since Big Mom could definitely use soul manipulation to win if she gets a good opening. In terms of power though, it's very doubtful. Shiki shouldn't be that far from Garp's level, yet even with Sengoku's help beating him was a high-diff situation.
