Proving Boo doesn't know how strong he is

Boo makes the statement of 'no matter what kind of guy showed up', when he finally completes his plan. Presumably, he was planning on absorbing Gotenks as a back-up plan for whoever else showed up besides Gohan. Probably Goku, because he does remember fighting him beforehand.

I don't think SSJ2 Gohan was suppressed vs Cell. Cell can sense ki, but he never seems to bother to sense his opponent's ki much. When Semi Cell fought Vegeta, he had to fight Vegeta a lot to realize he was outmatched.

Perfect Cell is a great Chi sensor. He goes through various power-ups and controls the fight without one-shotting his opponent. He's completely different from Semi-Perfect Cell.

Kid Gohan transforms into a Super Saiyan 2, yet Cell believes he can still win once he powers up to his full power. So he surpasses Kid Gohan Ssj2, whom was merely toying around in the first place, but quickly gets put back in place.
