I think one shotting gaps are proven time and time again to be inconsistent. It's used for shock value and nothing more.

He could one shot them technically if he used a amplified blast. That would drain his power though.

Hits on the head do not do a lot of damage in Dragonball. Remember Alternate Cell took a punch to the face by a serious like hell Alternate
Trunks (when he got back to his timeline) and he was still fighting. Usually, one shots happen with a hit at a soft spot.

Freeza was extremely pissed off because Goku managed to nearly overwhelm him with the Kaio-Kenx20 Kamehameha combo. He had no reason to hold back at this point, his intention was to hurt Goku.

But as the feat shows, a stronger fighter doesn't always one-shot a weaker one.

Incorrect.

Read the Manga. Freeza was pissed off and wanted to several hurt him or kill him with that initial assault. He states that he wants to have fun after this occurred.

Freeza didn't 1-shot Goku because that would be a huge plot ripoff if the main hero just dies and that's that. :troll
