I give this to Fat Janemba, but not by much. Goku's statement "had never felt a powerful Ki," it makes me think that the greatest Ki that he had felt before was his own SSJ3 (Arco Boo). I Goku (M12) >>> Goku Weakened (M12) = Vegeta (M12). For me put Goku (M12) much more powerful than its counterpart Arc Boo may make sense, since Goku SSJ3 (M12) rivaled Super Janemba (initial) and Janemba 2 increases exceeded the power of Gogeta Base (Boo / M12 ).
