We should get information regarding base Goku in the next couple episodes of Dragon Ball Super. It will either confirm base Goku as weaker or stronger than Freeza.

As for everyone else, easy: Kaioshin>Piccolo>Freeza

Why would Kaioshin see the fight?

He knows that Goku and co. know Freeza and he knows about Super Saiyan. He doesn't know how strong they are, which implies outdated information.
