If we're talking about things such as the Meiji Era and the like, I'll offer a quick history lesson.
The Edo Period (1603 - 1868) was the period in which Japan was controlled by the Tokugawa Shogunate, essentially acting as the rulers of the country and the Emperor being a figurehead. The Shogunate also allowed Samurai to have special privileges, such as being able to kill peasants for getting in their way without being reprimanded. Because of this, most Samurai fought against the Imperial army when they tried to end the Tokugawa Shogunate and restore all authority to the Imperial family. The victory of the Imperial army against the Tokugawa supporters, which lead into the Meiji era (1868 - 1912). Some rebel forces still persisted after this, such as Saigo Takamori, but they were entirely defeated towards the end of 1877 at the battle of Shiroyama.
-Kenshin smashed their cannon ball with his sword.. why is this guy so OP
Battle Shonen logic. The OP'd nature of characters in this otherwise historical setting can be a little immersion breaking at times, though not by enough to damage the quality of the story, plus they never go into full on superpowered ridiculousness beyond having superhuman strength/speed.
