There's a lot going on here.
Initial Raditz has to be at least double Piccolo. He completely tanks Piccolo's moon busting attack.
Speed Up Raditz must be at least 1.5x Unweighted Goku/Piccolo.
Piccolo and Goku only have a slight chance on defeating Initial Raditz. Perhaps we are not assuming the other knows how strong they are? Remainng the same power is a possible thought in their heads I assume. So that gives us a little leeway here.
But Kamehameha to defeat Initial Raditz isn't the trump card, but it has to be at least something here. It did chase away a powered up Raditz... Hmmm that's a tough one...
Raditz used full power on Kamehameha and full speed on SBC. No reason him for him not to...
