Raditz was sent to Earth with Kakarotto?

Context: Following Minus' continuity (so the scenario isn't the inevitable "Raditz kills everyone until the Freeza Force arrives"), Bardock and Gine decide both their children won't be safe under Freeza's control and send Raditz with his brother to Earth to hide. Found by Gohan, the pair choose to live with the old man and knowing of the Oozaru, Raditz prevents any instance that could lead to Gohan getting squashed. How does the series play out from here?

Given how Raditz spend the first years of his life on Planet Vegeta, he'd be well aware of his mission, and probably would've also been able to save Goku from the fall where he bumped his head. I don't think this scenario would be much different than the well known "What if Goku never bumped his head" scenario.

Wouldn't the Saiyans encounter Jaco since he was sent to stop them? If they get past him, they become less evil each year because of Gohan's influence. Goku wouldn't be call Goku because Raditz or Goku would tell Gohan their names.

I say the events play out the same until they encounter the Pilar gang. They wouldn't get trap because Raditz and Goku would be too powerful. I'm not sure what they would wish for. Food maybe.

You mean that 'Goku became good because he hit his head' is also retconned in this 'what if'?

It wasn't retconned completely in Minus based on him still seeming somewhat abrasive in his cameo in the Jaco manga, so no. I don't believe it would cause him to act out too much though, since Raditz would be there to control and raise him.

So, in this 'what if', you want me to suppose Raditz was educated by his parents and Goku is what he would have been had he not hit his head?

To an extent. Despite being non-canon (though the same can be said of all What-Ifs) BT2's what-if implies Raditz had the potential to redeem under the right circumstances and this seems to be one of them. Causing a scene that could alert Freeza being slaughtering a planet's population and using up it's resources isn't exactly something he'd want to do in this context.

When Gohan meets Goku and Raditz (I guess Raditz is a kid) offers shelter to both of them. Raditz is educated into doing good. Kid Raditzes PL must be at least in the hundreds, which makes him already stronger than Young Piccolo in my books. So, no threats (Pilaf, RRA, Piccolo). Raditz probably marries Bulma. I mean, when she shows up at Gohan's place, it's natural that she will be charmed by the lad more than by a kid (Goku) or an old man (Gohan).
Another version of Trunks is born. If we go with the theory of half Saiyans' power depending on the parents' power during conception, this kid is stronger than Canon Gohan, but still not strong enough to defeat Vegeta and Nappa. In the end, Earth is destroyed and Vegeta/Nappa remain Freeza's slaves.
