I'd say, based on the retcons information we learn in Super:

1. Oob

2. Broly (if he counts)

3. #17 (we don't know enough about #18's training or potential with the little feats she has)

4. Goten

5. Trunks

6. Good Boo (it seems the full extent of his potential power was what he displayed against Moro and he'll need new methods of training to overcome the wall)

7. Gohan (could switch places with Boo though, but his haxed gains speed in the Top appears to be a residual effect of the Kaioshin charm rather than his innate potential)

8. Piccolo (from what we see in the Moro arc and his haxed gains in the U6 arc, could switch places depending on what we see in Super Hero)

9. Vegeta, Future Trunks

10. Galu

I would add Frieza, the Humans, and Pan to the list.

From what we have seen in the series, many characters have astronomically large axed with the excuse that the plot demands it, just to give them some relevance.

Surely if neither the Angels, nor the Hakaishins nor the God levels existed, surely characters as talented as Goku and Vegeta would have to train 1,000,000 years to achieve powers like Goku SSJG (Initial).

Freeza would be somewhat above #17 but below Oob and Broly. Pan might be up there too, we'll see when Super Hero is released I suppose. Thr humans would all be below Galu with Tenshinhan just being slightly above the others except Yajirobe who could take #11 or #12

Freeza got to Blue level in 4 months vs the over a decade it took #17 despite starting out much stronger than Freeza. Also you could argue that 17 was likely sparring with the Cell Juniors while all of Freeza's potential sparring partners were all fodder.


Kuririn has better potential than Tenshinhan. It didn't take long for Kuririn to close the gap between him and Ten despite being younger and training way less.

Trunks is definitely above Vegeta in terms of potential. Weakest half breed > strongest pure Saiyan.

They came out of the womb as SSJs. Once Toriyama gets tired of milking the fathers and Gohan/Piccolo he'll wank them, esp noe that they'rs grown up

#17 didn't have much time to train due to his job though while Freeza went thru the training of his life nonstop for months on end. Galu progressed faster on the Kaio planet and the spaceship than from 5 years of on and off training post-23rd.
Kuririn has better potential than Tenshinhan. It didn't take long for Kuririn to close the gap between him and Ten despite being younger and training way less.
Tenshinhan copied techniques more easily than Kuririn who took longer than Yamcha to learn the KHH and was on basically the same level of him all the way until BoZ, where he got ahead due to living with Roshi, getting a potential unlock that gave him pseudo zenkais and so forth. Although you could argue Tenshinhan maxed out in the Cell arc since he isn't noted to get any stronger afterwards despite him being the most delusional human, being unable to admit he's virtually no different from Chaozu sans Shin Kikohos :ha :ha

Future Trunks should be higher than Goku and Vegeta. He went from struggling with Dabura to Post-God SSJ3 Goku level just from fighting Black for a year.

Even in the original manga he got stronger than Freeza and Namek SSJ Goku from a little of Future Gohan's half-assed training and a few years of training by himself.

He shouldn't be below Vegeta in potential either considering he was significantly below Vegeta pre-RoSaT and nearly closed the gap doing the same training.

I don't see any reason why Future Trunks would be different than Present Trunks, unless you count the lack of S-Cells as affecting his potential.

Even at 13 years old (5 years older than Boo arc Present Trunks), his SSJ was weaker than Future Gohan's base whose SSJ is far weaker than Yardrat Goku. I think because of the tumultous environment he was raised in he couldn't go SSJ at will until Future Gohan taught him to (manga-wise) and may have also had a tail at birth unlike Present Trunks. Going by Super Present Trunks and Goten both have Saiyan-type puberty where they rapidly grow in a number of months after age 15 or so, while Future Trunks grows at Earthling rates similar to Gohan.
