How would Goku even be relevant to that scene?
The point of that scene, is that Gotenks is starting for the first time to push this new arrogant Boo back and is an arrogant dipsh*t about it.
The Japanese wording has nothing to do with him comparing himself with Goku.
It's not much different from Vegeta's constant boasts about being the strongest.

Gotenks is being conceited and overly confident about his own abilities and he knows it. The definition of the Japanese terminology says so. 'Long nose Goblin'; aka conceited which means; characteristic of false pride. The definition of pride is 'a feeling or deep pleasure or satisfaction derived from one's own achievements,', so when Gotenks says hes the best in the Universe, he knows it isn't true.

You are just trying too hard to make Goku maximum in the manga, when that line has nothing to do with Goku, but Gotenks just being an arrogant, overconfident idiot, as is shown immediately afterwards, where he gets hit by Boo, cuz he didn't pay attention.

Yes, the suggestion here is that Gotenks knows he's lying when he calls himself the best in the Universe, that's sort of the point about being conceited.

He's made of kids. What did you expect? He also said he could take Boo without SSJ and was proven wrong, he also thought he could take out Fat Boo without SSj despite knowing that Fat Boo is a high SS2 tier and he's not. Seriously, this is dumb argument to support Goku's strength.

It could, and this is a stretch mind you, be referring to the person he's currently fighting?

You could post the full context of that panel, where it's in response to piccolo commenting on how buu has been mentally weakened by the fact that gotenks is his equal. Gotenks is bragging about how awesome he is in response to that.

Sometimes I wish people read the entire thread, I covered this above. Piccolo falsely believes that Goku is weaker then Boo because Goku said he was, his opinion is based on a false pretense when he says this is the first time that Boo has fought someone as strong as himself.

In response to the false determination presented by Piccolo, Gotenks agrees and says that he's the strongest in the Universe. The terminology Universe is a reference to Universe 7 which essentially incorporates everybody, the living and the dead (which includes Goku). However, Gotenks obviously feels that he isn't as powerful as he's making himself out to be and that there is someone out there stronger then himself, the only logical answer is Goku.

Piccolo knew Goku could destroy Fat Boo and also asked why he didn't do it.

Also U7 only exist only on Super where the heavens and Kaioshins are in the same world. Prior to that, it wasn't.
