You have Roshi for example at 60 during the 22nd, so Roshi gets over twice as strong from doing nothing? This isn't Super.

Chappa (TB22) = Krilin (TB22) > Yamcha (TB22)?

Krillin and Yamcha were shocked Goku defeated him so easily and when Goku admitted he didn't come close to actually trying, they basically called it quits while Jackie Chun started to fear for his chances against him. They don't need to be stronger than Chapa-o at that point.

There's a huge gap between "defeating so easily" and "being incapable of defeating" though.

He was referring to Roshi going from 60 to 139 at BoZ.

Goku was just giving a general statement on his and Tenshinhan's performance in their fight. Doesn't really mean much.

Chappa doesn't seem to meet the standards of "amazing" in Goku's opinion.

If not a lot more. He effortlessly dodged the attack where the Oozaru was shown. Goku was nothing more than a joke to Popo.

Krillin was able to hold his own for a bit when Goku was messing around but he lost just as badly when he got serious and that wasn't even his Battle level. Krillin doesn't need to be more power than Chapa-o for the statements to work.

Remember Chapa-o underestimated Goku greatly and suffered for it. Krillin went in already knowing Goku's abilities so he used full effort.

Late response, but modern Dragon Ball has revealed Roshi has been training in secret all along.
