that goddawful moment where the Para Para brothers fought the trio vs the distasting jokingly bad moments of Ribrianne fighting 18 and some other warriors... which instance is the worst and likely lowest level scene of Dragon Ball?

Ribrianne, by far. Para Para Brothers weren't even that bad when such a ridiculous ability is pretty fitting with DB's tone and the fact they are of an alien race different from Earthlings. Most importantly, they played a role in the plot by being what lead the main trio to Lood and didn't overstay their welcome after their role in the plot was over.
Meanwhile, the parody Ribrianne represented quickly got stale and her constant talk of love made her an unnecessary annoyance. All the purpose she served was to be a victory for #18 in the anime and an opponent for her before she jobbed to Damon in the manga, with the constant focus on her prior to that being completely unnecessary and just serving to waste time.
