It’s implied Mr Boo could’ve managed something against Freeza. Rounds 1-3 Vegetto finger-clicks, Round 4 Freeza can manage something but still loses.

Gohan being rusty also isn’t for nothing. Ultimate Gohan would’ve torn Freeza apart before he could go Golden.

Due to how they talk about Mr. Boo, he should be stronger than Gohan SSJ.

No way was he a SSJ2. He didn't even think he could go SSJ1.

It's kind of vague how much Tagoma stacks up to Gotenks since they didn't really fight and the headbutt was a gag scene.

Of course Boo is stronger than SSJ Gohan. Gohan maybe even weaker than his start of Boo arc self, at least there he could convincingly turn into a super saiyan.

The only thing we know for certain is that First Form Frieza would likely be stronger than Ultimate Gohan based on what Kuririn and Gohan say. There's no way to know for certain so I'll say only Final Form Frieza wins.

It's been a while so I would have to check. I believe it may have been after Goku showed up but Kuririn does mention how he didn't think Gohan could do anything even if he had continued to train.

For Gohan, he mentioned to Bulma that Frieza was stronger than him at his best when he was in his first form.

Nope, all the statements about Freeza only say he's much stronger than before. Gohan's statement was about Tagoma and clearly not comparing him to Ultimate since a rusty SSJ Gohan two shot him.

The closest thing we have to a comparison is Kuririn saying they will be alright if they have Boo and Ultimate Gohan with them. So 1st form Freeza falls somewhere between Perfect Cell (Lowest level needed to clobber RoF Gohan) and Ultimate Gohan, but not above Gohan.
