Without a shadow of a doubt Roku Ou Gun, Luffy said himself it felt several times more powerful than the Reject Dial. Plus, even with the help of a Reject Dial, Usopp still lost against Luffy.

Nope... Usopp used the Impact Dial against Luffy, not the Reject. The Reject was used only by Wiper.

Reject is 10x stronger than the Impact Dial.

When used by people of equal power, I'd say the Reject Dial. Being several times stronger than the Impact Dial isn't too impressive when remembering the gap between Usopp and Lucci, plus even after taking the Rokuogun, Luffy was still able to fight (even if it was 100% willpower).
