This is the default position since he obliterated the damn thing. King Piccolo and Goku (KP Saga) would be in this tier at bare minimum since they scale beyond him.

For those that don't take the feat seriously, or just want to play devil's advocate, let's discuss it.

Roshi didn't destroy the Moon. He just created a cloud of dust that temporarily hid it.

Sure, Roshi is moon level and so is everyone else. Tien's Kikoho is moon level and probably even Chaozu's Super Dodonpa as well.

It's an outlier. In the Pilaf arc, Roshi's Max KHH only destroyed a mountain. Going from mountain to moon tier would be an astronomical power increase which Roshi for sure didn't make.

Contextually, Roshi doing any further damage would've been completely unnecessary. Besides, an increase being astronomical doesn't make it any less real; why should your subjective limitation to a character's capability take precedence over visual evidence?

Yeah I don't see why not. He quite literally destroyed it. And is there evidence to say that the DB verse moon is exactly the same as our own? What if it's completely hollow and requires little energy to destroy?

If the KHH flew straight, and because Roshi is aiming slightly up at the mountain, then the KHH would pass over Earth as the curvature of the planet makes the ground drop below the range of the KHH. Same principle as Vegeta only hitting Cell with the Final Flash.

Keep in mind that, proportionally speaking, the Earth is smoother than a Cue ball. If you scaled the Earth down to the size of a Cue ball, it would be the smoothest Cue ball in existence. That means a projectile or path leaving the surface in a straight line would only hit the most nearest objects.

Aside from that, it is generally believed that DB characters can control the area of effect of their attacks. Even ignoring the moon feat, once they get to planet level, anytime they fire a blast that hits the planet that was meant to damage someone else that was planet level and up, and the planet is intact, the only logical conclusion is that the blast area was contained to prevent the damage from affecting the planet.

If they control the AOE for planet level blasts and up, they should be able to do it for blasts under planet level.

There's also Roshi looking at the Kikoho's damage in the arena tournament and saying it completely outclasses the KMHMH. I don't think it'd make sense if he were already capable of dishing out attacks that blow up the moon. And I don't think his attack as far back to the 21st Budokai should be above 22nd Tenshinhan's Kikoho.

Well the standard conclusion would be that there's no difference unless we're given a reason to contemplate or consider otherwise. The viewpoint that requires the least assumptions is what's ideal.

Given that Goku's Nyoibo reached the moon nearly instantly, I'd argue against that notion.

Toriyama also stated in an interview that the Nyoibo should extend at least 385,000 Km since it got to the moon, meaning for him the Moon was that far away from Earth in DB.

There's no way this was instantaneous. The way that stars are portrayed here and how Bulma doesn't remark that it was fast, I'd wager it lasted a good few hours. Not to mention, even considering this is a gag scene, the time it took to extend to Kami's lookout, something far closer to the surface of the Earth was also not instantaneous.

@Super Saiyan On top of what the others said, even if you believe that the destination time differs, that doesn't speak volumes about the internal properties of the DB Moon, which your question related to.

@ahill1 Let's dig into what you said earlier about Tien. Is your premise that Tien's Kikoho feat discredits Roshi's Moon-bust? Please clarify then we'll take it from there.

That doesn't make sense. He's saying this attack is better than mine, but now you are saying he's saying it's worse? The Buff boost isn't all that big now.

No way was it hours bro. This happens very quickly. The anime's portrayal should be just fine here.

Also if you want to do a direct comparison, this is how the earth looks from the moon:

Now compare that with what we see in the manga and we can see that it's a radically different distance away. Seems to be grounds for believing the moon is not of the same composition.
