Old Piccolo at 1.33x Goku, which greatly helps in making a PL list which follows the scouters.

Aside from scouter numbers does Old Damaio being 2.5x Goku really contradict anything? Piano confirms it too.

No, it doesn't. If you want to make a scouter free list, have it that way.

What puts PD >> Goku more than 17 >> Piccolo.

Old Piccolo Daimao using less than half power should have over Goku more or less the same gap 17 had over Piccolo imo... 2x.
