From what I can tell, the Base Saiyans are God level in the manga as well. Toyo's RoF promotional manga had Base Goku using the power of a God and the movie suggests it as well as the anime.
I think there's just too much evidence in that direction despite us not seeing Goku absorb the power of God into his base in the BoG part of the manga.
Of course, this powers up everyone insanely high, but, this is what we are being shown.
Damn near everyone we ever see fight in Super is already Beyond God.
I haven't heard much of the two base theory, but this is what makes sense to me as of now.
I'm just remembering when I used to have to debate people that Goku was top dog at BoG. How things have changed...
