It doesn't matter, Kihoho is hax as hell. It's enough to push down Semi Cell despite Tien being than Base Saiyajins from IC Arc.

Vegeta wins. Ten needed to exort sufficient effortiin that elbow shot he did on the Saibaman and even then it wasn't knocked out.

Ten had the kikoho and much better ki techniques so assuming equal strength I would give that to Ten. Otherwise it depends on how big the difference between those two would be.
