What is the least powerful character in DB capable of defeating Samurai Jack?

Jack's best feats place him at Town level with Relativistic speed. Even though that level of power is enough for Old Piccolo Daimao to make short work of him, no Part 1 character has that level of speed, nor have they shown the ability to fight constantly for days. He can solo Part 1 through his speed and stamina allowing him to chip away at opponents without being hurt and the only ones that could potentially bring him down with large range attacks (Piccolo Daimao and Piccolo), would be quickly beaten due to his sword ignoring durability against evil beings. He gets blitzed and oneshotted by BoZ Piccolo though.
