1. It doesn't hint that, it hints that Zoro's captain has to meet a certain level otherwise Zoro would take over. That level can be anywhere. Or he could be talking about Luffy's CoC

Zoro would eat non g4 Luffy for breakfast. Zoro was way better feats.

Which is obviously a level > Zoro. It doesn't make sense for Zoro to expect his captain to meet a level below or equal his own, let alone be happy with it. In the Dressrosa arc, after Pica's defeat, Don Chinjao said something like "amazing... he [Zoro] is really amazing, and it's only a subordinate", highly implying Luffy being considerably above the three style swordsman is the normal to expect.

I was talking about G3 luffy. Zoro pretty much treats his captain as his superior even without the knowledge of this latter having G4.

It didn't. Zoro's Sanzen Sekai only had a special emphasis because it cut through that giant Pica's stature before he could destroy the town, whereas Luffy's Gear Third was more of a 'get out of here' kind of thing.

0. Zoro is extremely loyal to Luffy so even a lower level would work, just not too low. I'm not saying Zoro is stronger than Luffy though.
