Shichibukai and admirals vs big mom, Kaidou, Blackbeard and Shanks

These are supposed to be the three powers in balance, is that correct? But we saw WB's crew could match up against the Shichibukai and Admirals together. So I guess it's that one yonkou crew is around even with the three admirals and the shichibukai tip the scales for the admirals, except that Hancock liked Luffy and Doflamingo did whatever he wanted to.

So what about:

Admirals Kizaru, Fujitora and Green Bull
Doflamingo, Hancock, Mihawk, Law, Kuma, another two (all without their crews)
