Shin vs CGs SSJ Goku

@Super Saiyan but what about Dai Kaio? He doesn’t appear in the manga but the anime portrays him as above base Goku. Is he > Kaioshit? Rou Kaioshin did say Shin was pretty weak for a Kaioshin.
