Shisami's feat of deflecting Gohan's Ki blasts likely don't mean much, since Ki blast logic is sporadic with :toei. Kuririn did refer to him as strong though, plus Piccolo bothered to question Gohan if he needed help against him. Based on that, Shisami's probably at least stronger than Boo Arc Base Gohan, though that's far from 1st form Cell's level against #16, let alone 2nd form Cell imo. Shisami still loses badly.

I find it doubtful. Gohan was the one who mentioned wanting to fight and Piccolo wasn't sure if he could handle it. He may have also said so in order to finish the job quickly. If Shisami were really that strong, Piccolo would've probably made more of a comment on his strength, not to mention whilst Freeza confirmed Base Gohan was the strongest fighter there, he didn't mention it being by a large amount.
