I think Nappa being at 3,300 vs the Z warriors would fit well feats wise, maybe better than 4,000. But we have Kuririn calling Goku crazy for thinking in facing Nappa alone, saying he doesn't imagine how incredible they [the Saiyans] are and we know Kuririn sensed Goku's 5000 power level. So we got something a bit contradictory here, imo.

3,300 at that moment? Sure, that can work. As long as he's much stronger than Piccolo, who you can honestly put as low as 2,000 if you want.

I took that as a reaction to Nappa effortlessly killing three famed warriors rather than correctly assessing power but in the MAGA country people will do anything to justify Nappa being a true challenge to Goku.

Regardless of what power you give Nappa (vs Z fighters), he was clearly showed powering up
twice against Goku. So, against Z fighters, he was not full power.
