Will that statement mean that Black Frieza is close to Beerus or is close to the Hakaishins in general?

I like having Black Frieza alone below modern-day Beerus, Quitela, and Mosco. The Hakaishins grew tremendously stronger after the ToP.

Probably Sidra. All the GoDs are around the same tier, even if you have ones like Beerus and Quitela who are stronger

It's true that Sidra might be at the Hakaishin level, but there is a big gap between themselves.

Therefore, if Black Frieza is at 60% of Beerus' level, it would mean that he is stronger than some Hakaishins.

@Kenshi Another question would be, how strong is Beerus in the Broly and Moro Arcs?

In the Broly arc, probably no stronger than SSJB FT arc Vegetto if that. It seems Beerus powered up significantly after, to the point that he can easily oneshot Angel Moro. @SIAD

I wonder if the other Hakaishins have gotten stronger like Beerus? And if so, how strong will they be compared to Black Frieza?

Well in my list I have most of the gods between 18 mil to 22.5 mil and Beerus at 24 mil since he still didn't want to take their attacks head on and struggled to break out of Mosco's grip
