Tashigi is there, so why not Smoker? She's in his division, right? Or is she in Garp's division now? Is Oda separating him from Koby so we can wonder how Koby and Smoker compare to each other?
Is Smoker training? He got smoked at Punk Hazard, right? Maybe he's training his haki somewhere. Or is he on another mission? Green Bull went on a mission to Wano (failed), Kizaru went to Egghead. Maybe Fujitora went somewhere during Wano with Smoker, while Kizaru stayed at Marineford. Then Fujitora and Aramaki went back to Marineford, with Kizaru going to Egghead (so there's always one admiral at Marineford). Maybe they went to clean up Big Mom's crew. Or they went to visit Vivi, as marine delegates after the Revery incident, to tell her that Neferetiti fell down the stairs while getting some barbicide to clean his royal, named hair comb (one of the 9 legendary hair brushes), cuz he has long hair as a guy - Vivi vows to become the strongest long hair and encourage all men to grow long hair.
