I don't know where that'd put him in relation to the SSJ3s.

Its outright stated that he amused him more than Goku did and in the anime he even gives a 10% figure for the power he used to easily beat Veggie, so there's no question. The 10% just got retconned to make Beerus harder to surpass, but yeah he at least seems to have needed more power there.
