Goku. The gap between SSJ2 Gohan and Cell was huge. Perhaps larger than Vegeta vs #19 judging by Gohan's more casual tank compared to Vegeta's.

Ok change the fight into; SS2 Goku Vs Power Weighted Cell [No Speed loss]

It's closer. I still say Goku takes it. There was no mention of Gohan having the advantage against power weighted Cell only because of Speed. Trunks babbles about Cell using the form, but it doesn't seem to apply to what is going on imo. Gohan had an enormous amount of power to spare, enough so that I think Goku, using the same form, would still have the advantage.

Yeah, I think it'd be another Semi Cell vs. Vegeta moment.

Cell would likely be able to connect a few hits here and there, but Goku would ultimately win with minimal effort.

A power bloated Perfect Cell with no speed loss would put up a much better fight. However, he should still go down. Goku was able to gain the upper-hand against a more powerful opponent, so if this situation hadn't occurred and Cell became power-bloated, then Goku most certainly can use a Instant Transmission + Kamehameha wave, and certainly win.
