Well. That also depends on whether you think it is referring to Buu Saga SSJ Goku as his strength hadn't been showcased yet.

IMO it is just talking about Expected SSJ Goku who Vegeta is expected to defeat:

SSJ Broly (M10) = LSSJ Broly (M8) > Expected SSJ Goku = M10 SSJ Goku > Cell Games SSJ Goku

If Broly is FP Perfect Cell level, I have him definitely winning this.
