I would say Gogeta SSJ and Broly SSJ (Vs Gogeta) win.
I think Frieza saying that Broly is the strongest in existence means that he is at least the most powerful mortal in Universe 7 (not counting UI Goku), which means that Broly SSJ (Post Frieza) > Vegeta SSJBE (Explosion) Final).
At first Gogeta SSJ was much stronger than Broly SSJ, until the latter got stronger in that fight and ended up almost at the same level as Gogeta SSJ.
