I don't see anything implying that SS Goku was suppressing his power, especially since he had to briefly use a burst of SS2 to kill Yakon. Goku stomps.

I guess you can argue that since his SSJ2 was suppressed he might've been suppressed in general. Either way he destroys Piccolo.

Goku displaying his aura would indicate he was using his full Ki and, as Animelover said, it'd make no sense for him to not be when resorting to a SS2 burst and it wasn't suggested he put out more Ki between his Kiri being read and then. Goku wins with ease.

Considering base Goku seems to be only around 750-850 kilis id say Kamiccolo wins. I think SSJ Goku's full output should be more like 35,000-40,000 kilis
