I'm taking the guidebook route and going with Goku.

The Daiz says 16 is stronger than Super 13, who got obliterated by Genki Goku. 16 Dominated Cell, and and I think that ceiling allows for Goku's energy at the end of M7.

#16 and Cell were more like even, even #16 says it, if anything Cell seemed to have an edge.

Maybe ripping off his tail and blasting him with his ultimate movie, might have made it look like he dominated him.

No you are right I exaggerated. But let's remember that 13 did dominate Kamiccolo, and we saw the relationship between Cell, 16 and Kamiccolo in the Android Saga.

So if Genki Goku can destroy someone like that who is way above Kamiccolo, I still think he's got a good chance at wrecking Imperfect Cell here.

i must say, super #13 did seem to budge at piccolo's moves, whereas cell tanked his strongest attack, no problem.

cell might be wa~ay stronger than #13.

but it could also just be a movie inconstancy, like base vegeta budging #13.

the daizenshuu kind of supports piccolo budging #13, though. indirectly in a way. very weak way, but it does kind of nonetheless.

I actually put Cell, 16, and Super 13 on the same level so Goku takes this with ease.

Goku wins pretty handily here IMO.

Super 13 is pretty much Imperfect Cell if he was an android instead of a bio-robot bug who was slightly weaker. So Goku should win this IMO.
