There's no way 19 got a multi fold increase, that's a joke. The right way to do it is look at the context. Gero is literally shitting himself at Goku's power.

Gero's reactions to Goku vs 19. Gero's reactions to "greedy" 19 Post. Nothing about those scenes suggest any superiority out of Gero. Gero is probably on Sick Goku (Post KHH) level at best.
