Cell wins if he can take advantage of Goku's ki drain. Otherwise, I think we might be seeing a repeat of Super Vegeta vs. Cell here. Cell's also fairly resilient as he recovered from the beating somewhat, too.

They couldn't sense outside the Rosat, but Kuririn said before Cell went FP that Vegeta's ki outclasses even Cell's, and then at FP, the result was still the same, so I'd be leaning on SSJg3 gaku having a powa advantage

Grade II Goku at this point would probably maybe beat #16 imo. Grade III boost seems larger than the Grade II boost.

Well if you look at the implied power gaps between the three grades:

SSJ Vegeta: Can tussle with initial Semi Cell

SSJg2: Stronger than FP Semi, but the difference between the two grades isn't shown to be very massive, since Trunks stood in Cell's way at SSJ1 and only transformed to gain on him. Having taken damage or not.

SSJg3: Comfortably stronger than post-warming up Perfect Cell, who easily demolished SSJg2 Vegeta. Before realizing the extreme flaws of the form, Trunks believed this to be the true surpassing of Super Saiyan
