I'm a bit confused with the Manga, as Goku mentions that future threats are terrifying, based on the fact that the same character who killed Frieza in an instant calls Androids terrifying. Which suggests that at some point Mecha Frieza showed his full power, either through an amplified attack or showed his 100%.
When Goku arrives on Earth, he asks who it was that defeated Mecha Frieza and that even more powerful guy (referring to King Cold). At no time does Goku mention that Mecha Frieza is not as powerful as before.
All of this makes me think that King Cold is stronger than Mecha Frieza in the Manga.

It’s in the anime and Vegeta says it. Instead of “Freeza and another absurdly large Ki” he says “Freeza and a even larger Ki” or something like that, and it’s when Freeza was still suppressed.
