It's probably due to his genetic makeup. Having a strong influence of the arrogance of both Freeza and Vegeta's cells is going to make you stick your head up your ass when it comes to acknowledging your limits or superiors.

Semi Cell is so arrogant he is incapable of sensing ki.

Super Saiyan Vegeta or Trunks should be able to fight him decently at worst. They could possibly be his superior.

How small do you see the Grade 2 boost?

Grade 2 is a 2x boost in my book. Has been for pretty much however long I've been doing power levels.

As for the multiplier of Grade 2, I find anywhere from +60% to 250% works just fine.

Cell (suppressed) - 100
SSj Vegeta - 105
Cell - 135
SSjG2 Vegeta - 170

Yea I don't see anything wrong with it. I see Super Saiyan Trunks/Vegeta around the same level as Semi Cell. In any order is fine.

FP Semi Cell > Vegeta SSJ >= Trunks SSJ >= initial Semi Cell IMO.
