Do you believe that the SSJ2 is the right way to tap into the power provided by the grade 3 transformation?

Supplementary material such as some guidebook statements and the Super anime suggest that Grade 3's raw power is superior to SS2, not to mention being able to harness that much raw power just by gaining another form would go against the kind of training Goku and Gohan focused on. That said, I'd say no.

The boost from regular SSJ to grade 3 is so large that it brought Trunks from at best around Semi's full power level to being stronger than the Cell that roflstomped someone who stomped Semi Cell. SSJ2's boost is only 2x, so grade 3 being the greater of the two in raw power isn't all that contradictory.

Well, Goku wasn't against transformations per se, he was against those transformations as they carried impeding drawbacks. There's this theory that by eliminating the drawbacks of the SSJ, you open the gates to access the boost Trunks benefited from earlier on but in the "right" way, that is, your body doesn't change drastically. In the anime, iirc, Cell even stated that Gohan was comitting the same mistake as Trunks when he was midway in transforming into the SSJ2.

But yeah, granted, the DBS anime seems to treat the SSJg3's boost as superior and as Kenshi brought up, if the SSJ2 is only 2x, then that's likely the case. I don't think the boost needs to be exactly the same though... if the SSJ2 is the SSJg3 used in the right way, then maybe the less apparent physical changing meant a slightly smaller boost.

Still, SS2 managing to utilise the power of Grade 3 in a condensed way, even if not judging how the gaps line up numerically as a factor, would be overly convenient. If all that was necessary was to take the teachings of MSSJ and apply it to Grade 3, Goku (as well as perhaps Vegeta and Trunks) should've achieved the form before Gohan did, not to mention this mindset would suggest Grade 3 to be a necessary learning curve to achieve SS2 which certainly isn't the case.

As for Cell's comment, I honestly don't recall him making that statement in the anime. The only thing close to it was Trunks stating in both the anime and manga that Cell was making the same mistake as him when using his power weighted form.
