Tagoma wins instantly. Gohan indicated that Tagoma is comparable to his best, strongly suggesting that Tagoma is on par with Ultimate Gohan; at most, there would be a minuscule gap between the two. Gohan apparently tried going full power, but due to his lack of training was unable to do so without going SSJ; implying Ultimate Gohan (Buu saga) > / = SSJ Gohan (RoF).

While turning allowed SSJ Gohan to gain the upper hand against Ginyu-Tagoma. we don't really get to see Ginyu fighting back or going all out since Frieza intervenes shortly after.

Another implication that SSJ Gohan is more or less on par with Ultimate Gohan (Buu saga) is Tagoma deeming Base Gohan as the top contender of his team. This would mean Base Gohan > Piccolo, who by that point should at least be comparable to Perfect Cell; turning SSJ on top of a base that exceeds Perfect Cell could easily put Gohan on par with his former Ultimate incarnation.

First Form Frieza > Buuhan > Buutenks > Ultimate Gohan > / = SSJ Gohan (RoF) > / = Ginyu-Tagoma > Tagoma > Super Buu >>>>>> SSJ2 Gohan > Super Perfect Cell

But Gohan can also sense hidden Ki and he basically said Tagoma can't do anything to him and that it's over. Also First Form Freeza > SSJ Vegetto (Boo Saga) as-well.

I agree First Form Frieza > SSJ Vegetto (Buu Saga).

First Form Frieza was nonchalantly wrecking an SSJ Gohan implied to be on par with Buu Saga Ultimate Gohan while casually chilling on his hover chair. This is likely an indication that there is a significant difference in power between the two.

As for Ginyu-Tagoma, I feel somewhere close to Super Buu seems fitting; perhaps a tier or two higher. That puts validity in both of Gohan's remarks; weak enough to go down as easily as Gohan was suggesting, yet strong enough to be somewhat close to Ultimate Gohan (Buu saga).

Gohan indicated that Tagoma's strength should be comparable to his own full power. That can be interpreted in many different ways, but I always deciphered that as Tagoma being somewhere between Super Buu and Ultimate Gohan (Buu saga). That would still make Ginyu-Tagoma weak enough to go down as easily as he did when Gohan decided to go SSJ, and strong enough to be comparable to Ultimate Gohan (Buu saga). Even if Tagoma isn't exactly on par with Gohan, it still makes sense to use Ultimate Gohan as a measuring stick since Piccolo and the others are so far behind they're not even comparable.

OK. I'll give you that. Still that's mighty high praise for someone that prior to Ginyu taking-over was only stated to be higher than the Ginyu-Force.

Well someone like Sorbet who presumably relies solely on their scouter to gauge power seems like a pretty inaccurate source when it comes to power scaling. Chances are, the highest numerical value his scouter was ever able to pick up was from one of the Ginyus, as it's quite unlikely he even caught a glimpse of Frieza's full power.
