Yeah Kurapika got a bit haxed, but you have to remember he prepared his ability specially to tangle with the Genei Ryodan, he had to make sacrifices with it. For instance, he can't use his chain in anyone who is not from the Phantom Troupe, otherwise he dies. He focused totally in defeating this group, so it might seem that a fight between Kurapika vs Genei Ryodan might suggests that he's haxed.

For real? I thought all the chain was prepared exclusively for the Genei Ryodan. I'm gonna reread Hunter x Hunter once I finish Death Note's part 2.

Kurapika said himself that he could put the Judgement Chain on anyone, and that he made it only usable when his red eyes are active since he wasn't sure if the Genei Ryodan limitation would kill him or not if he tried using it on himself, if he gave it the same limitations as Chain Jail.
