Was SSJ3 thought about on short notice by Toriyama? Goku intially said he was no match for fat Boo and would likely go to the other world without revealing it weren't for the need to stall time for Trunks to get the dragon radar. I find it strange Goku failed to acknowledge his power even before fusion was though out.

Goku lying still works when considering if he revealed his new form's existence that everyone would want him to kill Boo with it, going completely against him not wanting to be a deus ex machina who solves everyone's problems. I would say that SS3 was treat with far too little relevance by Toriyama, considering all the major plot beats in the Boo Arc would remain the same without its existence, showing how irrelevant it was in the grand scheme of things.

I would like Vegeta SSJ3 sometime in my life. Even if it's like Vegeta showing all his forms.

Nah, I think Goku's pushy dialogue is evidence that Super Saiyan 3 was already a thing in Toriyama's mind. He was trying way too hard to convince everyone that he couldn't ve won that battle.

Well, at the time Goku confessed he was no match for Boo they hadn't introduced an alternative for Goku's strength since the fusion and the kids were brought up later... so for more that Goku wanted the Earth not to depend on him, they hadn't a choice during that time. It was that or getting the Earth destroyed and everyone killed.
