Who would win and why?

Goku if we go by the original scale, and I'd say Goku regardless. If he worried Beerus with Kaioken x2, then he'd surely be above even Whis with x10.

Since there is nothing confirmed about the original scale not being accurate yet I'm going to continue going with it. Therefore Goku should be able to win this fight.

Whis uses his time manipulation capabilities and murders Goku before he ever has the chance to use the Kaio-Kenx10.

I'd probably say Goku, until some new evidence shows up to cement Toriyama's statement. Based on the scaling of Beerus and Whis, Goku ought to be far stronger than both with Kaioken x10, which Vados' reaction to his power may support. Then again, considering how heavily the 6/10/15 scale is contradicted at this point, I wouldn't be surprised if Whis was still stronger.
