Since we're ignoring DBS, where I have Beerus and Whis above Omega Shenron, that puts FnF Whis >=Limits Surpassed SSj4 Goku IMO.

With that in mind, I guess that Vegetto still wins, since Potara>>>Metamoran.

I have to side with Vegetto. I kept SSJ4 Gogeta at the highest level for as long as I possibly could. But the implications of DBS are simply to kuch to ignore when it comes from to the gods. Vegetto wins pretty easily.
