I think the Saiyans win. Cell didn't want to risk taking on Vegeta which tells us that Vegeta is too strong to be defeated quickly. Trunks is weaker than Vegeta by a considerable margin, but he's strong enough to help Vegeta overwhelm Cell.

What about if Piccolo replaces trunks? Can they still win?

Piccolo is fodder to Cell. At best he would allow Vegeta to get one good hit in until his inevitable death. Then Vegeta and Cell would have a good fight with Cell coming out on top.
