Anime-wise, it's nearly impossible to accurately rank some of them unless cherrypicking their feats due to how plot armoured the U7 cast became in the Jiren fight. If treating their performance as just plot armour, however, then it becomes pretty easy to rank as:
SSB Goku (End of ToP) ~ SSB Vegeta ~ Base Toppo >/>> Hit (Initial) > Golden Freeza ~ Ultimate Gohan ~ SSB Goku (Start of ToP) > Base Kefla >/>> #17
Goku and Vegeta were portrayed as being on even grounds by the end of the ToP, as were SSB Vegeta and Base Toppo throughout it's entirety. Toppo was also shown as superior to Gohan and Freeza needed to strike him where he couldn't defend in order to gain an advantage, both of whom were equal to SSB Goku just before and likely during the start of the ToP. Hit was also stated by Goku to be the stronger than before, with him being equal to Goku the last time they met and Goku not having gotten stronger since evidenced by him complaining about getting rusty not long before the ToP. Kefla went SSJ in response to Goku going SSB, so it's safe to say she's likely lower than his initial power. As for #17, he's pretty much a wildcard due to plot armour, but the damage he sustained against Toppo would suggest him to be the weakest of the SSB tiers.
Manga-wise, nobody seems to really be SSB tier due to PSSB having completely taken over. Strongest PSSB tier would be a tie between Ultimate Gohan and SSJ Kefla.
