Who wins? There's alot of conspiracy behind this involving tanks and gaps. So I wanna hear your thoughts.
Super 13 Vs Android 16

I may get into more detail later on, but for now, my simplistic view is that Android #16 should by all means be superior to Super #13. Piccolo was more than likely fused with Kami in Movie 7, and performed dastardly against Super #13, though he never used anything more than melee attacks. On the other hand, he used a Gekiretsu Kodan against Imperfect Cell, who was on equal footing with Android #16, and that produced little effect other than slightly annoying Cell. Granted, in the Japanese version, #16 does say Cell suffered "barely any damage," meaning he could've suffered a bit, but it obviously wasn't anything noticeable or Android #18 and Piccolo would've known. Regardless, Cell pretty much tanked a special attack that would've no doubt obliterated Android #17, which is a more notable feat than Super #13 tanking Piccolo's melee hits. On the matter of Piccolo being "worn out" when he fired the attack against Cell, the fight hadn't gone on that long before Cell interfered. Android #17 mentioned Piccolo's stamina as beginning to falter right before Cell showed up, if I recall, so even if Piccolo had lost some strength, it wasn't a whole lot... though he did fire after Cell had whallopped him a few good times, so that may have drained him some more than I'm giving credit for.
Anyway, I still consider #16 to have a more impressive and valid showing via Cell than #13 did. He also has a guidebook excerpt to back him up.

We've already had this topic countless times, but as said before, melee tanking's nowhere near as impressive as amplified ougi tanking, especially when the Daizenshuu acts as the final nail in the coffin on this. #16 is by all means superior to Super #13, with absolutely nothing suggesting the opposite.

I remember the days when it was common to overrate Super #13 to the likes of 2nd Stage Cell or even higher. Heck, I remember debating against a guy on some now-defunct anime site who claimed Super #13 rivaled full power Perfect Cell (or somewhere in this range) because Goku had to resort to absorbing the Genki Dama and #13's skin was melting off; those are the only two reasons he gave. It was a rather fruitless debate, you can imagine, but that wasn't an uncommon mentality back in the mid-2000s before the Enlightenment Era. Even I was likely guilty of some overrating at times before the Daizenshuu entry came to pass.

I always find it funny that people who generally never use the guidebooks for anything, lean so heavily on them in a few scenarios like this one.
Super 13 seemed to be much more dominant over Piccolo and Co. than Cell did over them in the manga.
Ki Blasts feats are inconsistent and without that, there would be no doubt that Super 13 put up a much better performance than Cell did. Super 13 is the guy who started all of this insane Broly styled tanking.

Super 13's offensive feats are no better than IPC's P . He didnt one shot the SSJs or Kamiccolo IIRC.

Cell took Piccolo's strongest attack (Light Grenade) like it was nothing. I doubt Super #13 can do that.Pakl said:
