Whis is still a bit of a mystery. All I know about him is that he is way above everybody in FnF. Therefore, to keep things simple, and until proven otherwise, I place Whis above even GT tier, as he is intended to be the most powerful ever. So he handles Super 17 without much trouble, in my opinion.

I have Whiss winning quite comfortably.

My reasons are based on comparing them to Vegito/Gogeta and SSj4 Goku.

Goku doubted a fusion between Goku and Vegeta can beat Beerus (expected), and this is BoG Vegito or Gogeta who is stronger than Majin Buu's Vegito/Gogeta by a big margin since SSj3 Goku is implied to be stronger than Gohan.

And after watching FnF, Whiss clowns both Vegeta and Goku as easy as Frieza plays with Nail.

I give this to Whiss. I go with Whiss = SSJ4 Goku (SD) > Super 17 (Post) > Byrrus = SSJ4 Goku (Super 17)

As I've said before, the statements surrounding Beerus' destructive capability are a heavy implication of Gods > GT as far as I'm concerned. That being said, Whis wins this quite easily.

You must not understand what "perhaps" means. It is not definitive, it's a possibility. SS4 Goku can be weaker, stronger, or on par with SS3 Vegetto.

Beerus can also do that too, Whis should be easier than that.
