Cell wins by virtue of us at least having an idea of how strong he is. All we know about Super Hatchiyack is that he's somewhat stronger than his base self and his feats don't present it as being by much.

@Captain Cadaver So Super Hatchiyack at best is on the SPC level?

Probably. All he did was the same as his base self was already doing to the Dragon Team but slightly faster, and it doesn't help that he's severely lacking in techniques compared to Cell.
