Yeah, using the 50x for SSJ and 2/4 for 2 and 3 doesn't work for base Gotenks unless you have his SSJ wayyy above SSJ3 Goku, or his base power way too low. While I don't think his base power needs to be that high, like SSJ2 level, it should be at least way above the kids' SSJ power to warrant that immense reaction from Piccolo... the kids himself who are somewhat close to Boo arc Gohan while on same states.

If we use a 10x multiplier for SSJ, then it works fine:

Goten SSJ: 6
Trunks SSJ: 6.1
Gohan SSJ: 6.6
Goku SSJ: 10

Goku SSJ2: 20
-- SSJ3: 80

Gotenks SSJ: 92
--- base 9.2

His base would be more or less on SSJ Goku's level.

Compared to the boys alone or Piccolo, he is a fused being. At least, if we go by Piccolo's opinion on the matter, he doesn't seem to be clear on it, unlike with base Gotenks, in which he states that Gotenks is no match for Buu. Also, how do you read "Fusion hasn't been enough yet", I know that is referring to Super Buu, but it could also mean that he was never good enough to begin with.

I've made a 50x boost for Gotenks work with Base Gotenks a bit above Ssj Goku.

But yes, either way, Super Saiyan 2 and Super Saiyan 3 rival the Super Saiyan boost.

Our only decision is do we reduce the Super Saiyan boost or do we increase the Super Saiyan 2 and 3 boost?

The only issue I see is that the 50x boost seems necessary at the CG. Trying to keep Super Saiyans anywhere close to 10x Android 18 is an outrageous task.

Context: after Gotenks returns from fighting Boo
Gotenks: “I got the tar beaten out of me…”
Piccolo: “Alright, your fight with Majin Boo is 1 day from now! Until then, train as much as you can! If you get even a little bit stronger, it will be more effective when you perform Fusion. Got that, you miserable little punks?!”

Piccolo's hurry on using the Rosat was mainly based on Super Buu's impatience.

That's subjective. The last thing we know is that Piccolo wanted them to train, after that we don't know what Piccolo thinks about Gotenks' chances of prevailing. The most near approach we had is that Piccolo states that fusion hasn't been enough yet (which can mean that fusion was never good enough to begin with).

And they do, for Super Buu. Not Fat Buu. Piccolo and Goku both think Gotenks power is good enough to where they don't need the Rosat. Piccolo considers Gotenks power impressive. It's clear that Gotenks is stronger than Fat Buu.

Fat Buu was still there when Goku made that statement, Super Buu hadn't come into existence. Goku considered Gotenks' plan as a gamble and Piccolo considers that Gotenks needs more training. Everything else it's too speculative, Piccolo considers Gotenks' power impressive but don't exactly compare it to anything.
