I don't think so.

How does that make sense for a legendary transformation to just be a multiplier? Makes no sense to me.

How can you be the supposed highest in the universe just because you became 50x higher or whatever? Multiplier never made sense in my opinion.

Even-though it's easy and convenient to use for power-level lists, so I'll give it that.

It's only legendary because most Saiyans' powers weren't even 20,000, so unlocking it was a pipe dream for a while.

I don't know, but Toriyama certainly wasn't thinking about multipliers and math shit when writing the arcs.

But any Super-Saiyan > Freeza too.

And in the Namek Saga they made it seem as if the power is legendary. Not just a better Kaio-Ken x50, and some other advantages (possibly).

But Base Gohan was > SS Trunks
They both started the training as Super-Saiyan, Gohan just powered-down by the time Trunks was worn-down.

Plus, a Super Saiyan's power can't possibly be static in any sense, since Vegeta was objectively much stronger than SSJ Goku on Namek when he obtained SSJ due to gravity training, as were the kids.

True, but I didn't really say they were all the same power either.

What if each time they transform they have a different power-level? We don't really know.

Most characters don't have different multipliers in the same arc, hence Vegeta >= Trunks in all forms during the Seru saga. There has to be some rule of thumb regarding power boosts in each form.

Maybe, there's some kind-of limit but the powers can vary. So that someone who's lower in lower forms isn't on-par with them as Super-Saiyans.

All I'm saying is there's no multipliers. As a viewer or reader did anyone who actually ever first saw the Freeza Saga really think "WOW! Goku is 50x higher now."?

Toriyama's mind at the time of writing the manga was someone who is stronger than the other kicks the guy's ass.
